The colonies grow. The planners plot. The evictions continue. The politicians argue, scheme and prevaricate. The Gazans serve their interminable prison sentence. Is it not time for the US, Europe, the Arab League and other concerned parties to rescue Israel and Palestine from a drift to further disaster. We should try to end the fragmentation of Palestine and promote a reconciliation between Hamas and Fatah. We should also set out in a Security Council resolution what we think an agreement in Palestine and Israel should comprise, and then work to achieve it.

In the more than 40 years that Israel has militarily occupied the West Bank, the Green Line - Israel's pre-1967 borders - has been erased by the likes of illegal settlements, and road networks. Nowhere is this absorption of the Occupied Territories more apparent than in East Jerusalem, where close to 200,000 Israelis live in illegal settlements built in municipal boundaries that were expanded by Israel to include West Bank land.

As one might predict, when the Palestinians' non-violent protest is met with armed violence, young Palestinian men respond by throwing stones, the weapons of weak but angry teenagers, at the Israeli soldiers. The soldiers respond with live gunfire. By meeting non-violence with violence, the Israelis radicalize their opponents and start to trigger a familiar cycle in which each side's escalation legitimizes the other.

"We are already a binational state," he says, "and also a multicultural and multi-sector state. The minorities [meaning Arabs] here make up 20 percent of the population - that's a fact and you can't argue with facts."

Today, it is hard to see which vision is more unrealistic -- partition or integration. On the one hand, Israel has successfully integrated the West Bank in a de facto annexation and continues to populate it with settlers every day, no matter who the American president is or what he says. The creation of a contiguous and viable Palestinian state on the 1967 borders seems almost impossible. On the other hand, neither the Palestinian nor Israeli leaderships have yet been willing to advocate a bi-national or multi-ethnic political model.
