Five years after its adoption, it lingers not as a tool for the achievement of a sustainable agreement but as a burdensome impediment to its realization.

Because of the situation in Gaza, real GDP growth in 2007 is estimated to be about 0%, which given the rapidly growing population indicates falling per capita income.
